What's the good of Policies ?

SO many  organisations have Policies coming out of their earholes. We are mugged into thinking that these Policies are cast iron and the way things are done. The question is, are they ever  tested to ensure their efficacy.

It doesnt  seem so at 10 Downing Street. We have been loudly advised that it has a 'Policy' to do with staff on bullying and yet on Sunday morning TV with Andrew Marr, dear Mandelson was fudging the issue so proficiently it was farcical. No wonder Christine Pratt of the National Bullying Helpline got herself in such a blather. It is clear that the Mandelson softened descriptions of the alleged carry-ons of Brown is just part of general life and really shouldnt be seen as such a vulgar and incriminating word as Bullying.

So,  which is dominant in this and probably most establishments-Culture or Policy ?  Policies are pretty pointless.If you have an objection that doesnt fit with the inherent culture of the establishment your complaints will probably render you unemployed at such time as suits the Management, irrespective of Policies.
